SOS stands for Secretary of State. It is a state-level authority that issues Apostille for State issued public documents such as birth certificates, marriage certificates, death certificates, and other notarized documents. Each US state has its own Secretary of State office responsible for authenticating documents issued within that state.

USDOS stands for the United States Department of State, also referred to as the Federal authority. Documents issued by the federal government — such as the FBI Background Check Certificate or a US Passport — require Apostille from the USDOS. For all federally issued documents, the Apostille is processed exclusively through the USDOS.
